ARTICLE 1. Femeraid International is an official institution and Non-for-Profit Corporation owned by the State of the Federation of Autonomous Priories of the Sovereign Order of Saint John of Jerusalem, Knights of Malta, incorporated and registered with the aforementioned State in 1995 and also incorporated and registered as a Non-for-Profit Corporation with the Department of State of New York on the 15th of August 2002, and has the task and mission to carry out the medical and hospitaller assistance that constitute one of the historic missions of our Sovereign Order and State since its foundation on the XII Century.
ARTICLE 2. The present Decree constitutes the first part of the amendment and update of the existing By Laws of Femeraid International and the rules, proceedings and regulations here included will constitute integrant part and parcel of the By Laws of Femeraid International as registered with Our Sovereign Order and State.
a) The rules, proceedings and regulations stipulated in the present Decree will replace and substitute any existing regulation that may collide with or oppose to them.
ARTICLE 3. The existing and future Femeraid Units will be tailored in the form and fashion defined and stipulated by the present Decree.
ARTICLE 4. Femeraid Units according to their ownership will be defined as follows:
a) State Units - These units are owned by the State of the Federation through Femeraid International.
1. The State Units will be designated by S Units.
b) Private Units - These units are owned by private persons - knights and non-knights -, companies or associations, and they can join Femeraid International as " Members " by the means of an agreement signed between Femeraid International and the person, company or association who owns the unit.
1. The Member Units can use the Femeraid logos and symbols in addition to the respective own existing logos and symbols.
2. The Member Units must work and operate in accordance with the general standards of quality, they must adopt general procedures and protocols of Femeraid International, to be established by specific regulation, and must participate in the training events organized by Femeraid International.
3. The Member Units will be designated by M Units.
c) Public Units - These units are semi-private ( partly owned by the State of the Federation and partly owned by private persons, companies or institutions ) and they are established by the means of a Joint Venture agreement to be signed both by Femeraid International and the partner of the joint venture.
1. The Public Units must use the Femeraid International logos and symbols.
2. The Public Units must work and operate in accordance with the general standards of quality, they must adopt general procedures and protocols of Femeraid International, to be established by specific regulation, and must participate in the training events organized by Femeraid International.
3. The Public Units will be designated by P Units.
ARTICLE 5. Femeraid Units will be classified in accordance with the services that they are ready to provide, as follows:
a) Emergency Medical Services - Units prepared to provide Emergency Medical Services will be designated by the acronym EMS
b) Rescue Services - Units prepared to provide Rescue Services will be designated by the acronym RES
c) Basic Health Care Services - Units prepared to provide Basic Health Care Services will be designated by the acronym BHC
d) Small Field Surgery - Units prepared to provide and perform small surgery assistance on the field will be designated by the acronym SFS
e) Assistance to Victims - Units prepared to provide continuous assistance to victims of violence, refugees victims of wars or of natural disasters, will be designated by the acronym AVIC.
f) Assistance to Catastrophe - Units prepared to provide assistance to catastrophes such as earthquakes, floods and other disasters ) will be designated by the acronym ACAT.
g) Medical Evacuation - Units prepared to perform the evacuation of critical patients, both at national and international levels, will be designated by the acronym EVAC.
h) Security Services - Units able and prepared to provide Security to their own staff and to victims on the field, or to provide Security and protection to other teams or persons, will be designated by the acronym SEC.
1. Security Companies that will have their operational staff trained by Femeraid International to provide Basic Heath Care Assistance to their clients can be accepted as Member Units of Femeraid International.
i) Fire and Accident Prevention - Units prepared to provide services and consultancy in Fire and Accidents Prevention will be designated by the acronym FAP.
j) Donation of Equipment and Medicines - Units able and prepared to distribute and allocate donations of Medicines and Equipments will be designated by the acronym DEM
h) All Femeraid Units, besides the specialized services that they usually provide must also, on regular basis, provide assistance to the local population, specially those ill or in need.
ARTICLE 6. Femeraid Units according to the type and training and fields of expertise of their staff will be designated as follows:
a) Medical Doctors - Designated by the acronym MD.
b) Nurses - Designated by the acronym NUR.
c) Paramedics - Designated by the acronym PM.
d) Medical Support Experts - Experts in X-Rays, Laboratorial analyses, Trainees in Medicine and Nursing will be designated by the acronym MSUP.
e) Catastrophe Management Experts - Designated by the acronym CATM.
f) Rescuers - Experts in different types of Rescue designated by the acronym RES
g) Fire Experts - Experts in Fire Fighting and Fire Prevention designated by the acronym FIRE
h) Security Experts - Designated by the acronym SEC
i) Logistics Experts - Designated by the acronym LOG
j) Pilots, Skippers and Drivers - Designated by the acronym PILOT
ARTICLE 7. Femeraid Units according to the type of equipments that they possess will be designated as follows:
a) Road and Land Rescue Equipment - designated by the acronym RLR
b) Sea Rescue - designated by the acronym SR
c) Mountain Rescue - designated by the acronym MR
d) Diving Rescue - designated by the acronym DR
e) Mobile Hospital - Designated by the acronym MH
f) Ambulances - designated by the acronym AMB
g) Trucks - designated by the acronym TRK
h) 4X4 Vehicles - designated by the acronym 4X4
i) Cars - designated by the acronym CAR
j) Boats - designated by BOT
k) Aircrafts - Airplanes and helis designated by the acronym AIR
l) Training Capacity - designated by the acronym TC
m) Own Premises ( Buildings, Warehouses or Offices ) - designated by the acronym OP
n) Radio Communications ( trans/receivers or walkie talkies ) designated by the acronym T/R
o) Satellite Telephones - designated by the acronym SATF
p) Global Position System ( GPS ) - designated by the acronym GPS
ARTICLE 8. If one Femeraid Unit will in the future enlarge the range of its services, the skills of its staff or the type of its equipment, these can be added up to the respective file of the Unit in due time.
a) Femeraid International may, on regular basis to be defined, perform audits and inspections to all its units in order to verify if the established protocols and standards of quality and service are being respected and observed.
ARTICLE 9. Femeraid International can form and create Institutes, Study Centers or Organizations for specific tasks and medical or hospitaller objectives and purposes.
a) The Institutes, Study Centers and Organizations aforementioned are formed and created by a Magisterial Decree issued by the Grand Master and Head of the State of the Federation as President of Femeraid International.
ARTICLE 10. The present Magisterial Decree is effective from this day on.
This Decree, was given in two pages at Our Grand Magisterial House on this 16th day of the month of August of the year of our Lord 2009 and to it We affix Our Hand and Seals in use at this House.
